Well, it turns out that the AP missed the fact that Amadeo Saenz, TxDOT Executive Director, not only knows the three TxDOT employees who were indicted, but they are all “best friends”, according to an inside reelable source.

The quote Amadeo Saenz gave the AP would give the impression that he doesn't even know the three, who are now accused of bribery in an FBI case:
"Any allegation of wrong-doing by a member of the TxDOT family is saddening, but this incident renews my commitment to transparency and integrity in all that we do. I will continue to monitor this investigation and if necessary, will take the appropriate disciplinary action," said Amadeo Saenz, TxDOT executive director.This latest investigation by the FBI and the Texas Rangers is just scratching the surface of the real corruption in TxDOT.

As I’ve been saying for years, the TxDOT culture is poisoned with insider deals and bribes, and the folks at the top like Amadeo Saenz are the worst. UPDATE: Saenz joined TxDOT in the Pharr District in 1978. He was the Pharr district engineer from 1993 to 2001. From 2001 to 2007, Saenz was TxDOT's assistant executive director, until he became the executive director on October 1, 2007.

It is truly amazing what people in power get away with. What will we find out about the men who got the 3 new "created" positions at the top of TXDOT's food chain? What did TXDOT's new Assistant Executive Directors David Casteel, Phil Russell and John Barton do to get into their positions? The agency is so screwed up and now it takes 3 people to do one person's job at the top? All the other employees positions (the one's at the bottom) are being cut left and right and are expected to do the work of 3 people for the same pay. What about TXDOT's CFO Mr. Bass? With all the financial mistakes being made, he receives a promotion? No wonder TXDOT is broke. They have to pay for 3 new inflated salaries and the CFO can't get his numbers straight.

What you don't know is that there is so much that TxDOT auditors have purposely overlooked and have covered up while defending officials.

Now there is another supervisor placed on administrative leave for the same investigation, Hector Cantu, Mission Maintenance Supervisor. The chickens are coming home to roost.
The method of operations in the Pharr District was and is, do not make waves about what takes place down here. TxDOt headquarters should not be informed of what occurs here. This messaage was conveyed and instilled on Supervisors, Engineers and Managers by Amadeo Saenz, Mario,Toribio Garza, and Chano Falcon and is still in affect today.
TxDOT officials, such as Owen Whitworth-TxDOT, head of the internal autit section, reporting directly to the TxDOT Commissioners has had the information dating back to the year 2001. What did he do....nothing but defend the gang. Now, it seems that the FBI and Tx Rangers have to do his job. This is what the Texas tax payers are not aware of. Obiously you are unfamilar with TxDOT administrative leave policy...it is not a free vaction or reward, one is removed for cause either violation of law or policy or both.

ADMINISTRATIVE LEAVE:It usually means you are under investigation and not yet fired. Until you are proven guilty you are put on leave with pay.
As an example Cops get put on this type of leave after a MAJOR COMPLAINT
It doesn't mean you are on vacation. You have to be available any time an investigator needs to talk to you.

oksy for the one having difficulty understanding the meaning of Admin.leave. Again there was a complaint against him, so there will be a full investigation conducted by his director. Until the investigation is concluded and his innocence proven he will remain on administrative leave. HECTOR would not do such a thing but it is in the publics best interest that a thorough investigation be conducted removing all doubts of Mr Cantus character.

You only need to ready the May 14, 2008 comments...this person is who received the policy violation notification and did nothing.. get the facts, request the audit report through open records..it's all there. The recipient of the tickets was Chano Falcon...front man... and where the tickets went,not 10,not 20,not 30,not 40, not 50,...more - find out.

Mr. Sal, please be advice that the "departure of the Deputy District Engineer" has nothing to do with what was mentioned above "is it bailout time" DDE has over 30 years with the department, just lost his wife, and going back to his country to be with family. I tell you some people would do or say anything to make others look bad. Sounds like that person works with the department and doesn't like his/her job. Could it be that he/she was overlooked for a position?
This has gotten ridiculous!! As much as there is wrong with the Pharr district (or any other place of employment, especially in government), the Pharr District Deputy District Engineer is one of the finest men I have ever known. He is as straight as an arrow and has nothing to do with any of the allegations involving other TxDot officials, past or present. He is a decent, honorable man who has put in his time at TxDot and is ready to move on with his life. To even insinuate that he would have anything to do with everything else going on at the district without any knowledge of the facts is just plain ignorant. People should get their facts straight before good, honest people's names are dragged through the mud unnecessarily.

As stated in my May 15, 2008 comment, Pharr TxDOT has more hidden caverns then Carlsbad. L&G is one of thse caverns stocked with all former TxDOT employees loyal to the "gang". The gang is known as "Beh's boys" with the strings being pulled by Amadeo, why not his son and Beh's son are employed at L&G. Who do you thinks awards the consulting work to L&G?

Looking back, I always found it kind of strange that Toribio was taking a lot of advice from Chano since Toribio was the Pharr District Maintenance Engineer and supposedly knew a great deal of maintenance issues. Since I was under the supervision of Chano and Toribio, back in October of 2001 I made known my intentions to retire within six months. To this day, I do not know what their problem was. Anyway, in the year of 2000 I took a biker magazine to my office since I rode a motorcycle and I would read this magazine during my lunch hour. My immediate supervisor, not Toribio or Chano, told me I might get in trouble because the magazine contained a picture of a topless female astride a bike. I threw away the magazine as directed. In January of 2001 ( I kept a lot of notes) a lady from accounting came to "audit" me. Well, lo and behold, she found the magazine that I had personally put inside a trash can the year before, in a different part of the office. She showed it to me and asked me if it was mine. I said yes and that I had thrown it away the year before. She told me she had to show it to Toribio. Well, after that, things got a little rough for me. I was given a lot things to do that I was not very familiar with. I had to review some files that I did not know anything about. I had to come on Saturdays to work on these things on my own time and not getting paid for it. March 31st of 2002 was my last day of work at TXDOT. Like I said, I do not know why they pressured me to retire since I was going to retire anyway.
I started working with TXDOT several decades ago and then some. Our distric engineer G.G. Garcia had character, integrity, and work hard to give a good image to the department. After he retired he was replaced by Amadeo Saenz and then the department began to change for the worst. You could not complain about any wrong doing because you would end up being punished and the possiblity of losing ones job. They ruled as Gods, and the Gods would choose, who will get that open position. Employment was controlled by the Gods. And it still is. It is not about how much experience you have, is more about how you answer three questions of their choosing (that has no bearing in performing your job). And the key is, those questions are given to the chosen ones ahead of time. So, who has the upper hand? Only God's chosen children.
Again, I must comment... For all the faults at TxDot, for all the folks that have NO business working there, for all the problem employees that get passed from one supervisor to another as some good employees are treated completely unfairly, there are some fine individuals that earn their pay and serve the tax payers well. Toribio Garza is one of these men. He is hard working, honest, and is a man of high moral character. Business is business, and at times, he had to make the tough decision that obviously others may not have always agreed with. If Toribio had one flaw, it was his trust and faith in Chano. Chano was a legend at TxDot by the time Toribio joined the district staff, and he did trust in Chano and learn much from him. Because of Toribio's integrity, he believed in Chano, and Chano is the one that betrayed that trust and let down Toribio and TxDot. Seems like a lot of folks are trying to drag other people's names into the mud on this blog, but people should really get their facts straight. There is a difference between trusting and enabling....
To the person above. You obiously don't know Toribio for what he belives in and what he actually instilled on his subordinates. His mandate was "let's keep here in Pharr" "keep Austin out of it", "Safety needs to be relaxed".
This type of philosophy is what he managed by. In addition, he knew Chano circumvented TxDOT policy and allowed him to do so...I know the facts and they are documented with TxDOT. Sorry my friend but you just don't know " the whold story."

I used to work for Pharr District and I got out as soon as I could. They are unfair and Management needs a good cleaning. I can't say who was in it and who was not, but I do know that Chano is a dirty old man. The employees that ARE there to do their job and do a very good job are most times unappreciated and overworked. There are others that just because they shake their butts and toss their hair get everything they want and are given less work with all the pay because they are willing to "kiss and NOT tell". In the begining they always give you the "TxDOT family" talk, but it's just talk with no real meaning. TxDOT is the kind of family that at the end of the day you get the short end of the stick for not giving in to them.
To all those employees who have lost their job and after reading all the comments. You employees who have lost your job have a good case against the FBI and the Texas Rangers as a set-up and for know that the person behind all this investation was to nail one person Chano Falcon. TxDOT for some reason has taken desperate measures to create kaos within itself. Are they trying to shift the attention away from the real problem? An over growing top heavy management force that is draining tax payer moneis by a none productive force who's soul purpose is to fatten their pockets. Sure a 2% increase is great if you are making $100,000 annually but not if you are on the lowest bracket on the scale. Yes, everyone agrees that there is too many chiefs and not enough indians,but, no one cares to do anything about it. Well, why not punish the common worker. And now they are. Get this, they regionlize many departments and now all employees affected need to apply for their own position or be left out in the cold if they fail to apply. Why would anyone who worked for 5, 10, or 20 years have to endure this? In other words, we are not running you off, but if you fail to apply and in some cases choose not to relocate at your own expense, oh, well, you may not have a job, but, we are not running you off. We are giving you an option, if you choose not to take it, then, see yah. What a family, it just makes you feel kind of warm all over, does in it?
The Administration & District Engineers at TxDOT have been having secret meetings for the past few months concerning a masive restructuring/regionalization of our organization. This is what David Castio has done in all of the districts he has been in. The problems and mistakes made within the department, specifically the $1.1BILLION error, do not lie within the districts and divisions. The administration made the error and the person or persons responsible were PERMOTED!!!!

The hurricane aftermath of Dolley at the Pharr district was a joke. It had no leadership. Management worked against each other instead of focusing on the need in place. The assistance of arriving personnel from other districts that came to help, but, instead were left unattended, no communication, and nothing to do. And at the end, not even a thank you mam, come again. Even Paul Newman can tell you what the probem was from his movie "Cool Hand Luke". The warden in the movie spoke the the prisoners and said " what we have here is failure to communicate". And that is the biggest problem that managemt encounters in TxDOT, but, they are unable and uncapable to solve this problem. Over educated is not an excuse, but, a lack of resposabilty.
We don't need to wait until the Legislature begins their session to get rid of the TRASH!!(Amadeo Saens,Toribio Garza and more). Chano do your flipp now before it's to late for the hard working employees at TxDOT!!!!
There is a feeling of disappointment towards TX DOT due to the present measures that are about to take place. The employees that are able to bail out are doing so, and for those that can not, the future looks very, very dark. People now do their job by motion and not by desire like they used to. It seems that common sense is no longer used since it may be considered as old school by the new and so called improved TXDOT. So they are going all out to increase the red tape that will cost the tax payer an arm and a lag, less workers that are really there to do the manual work in need but plenty of managers who will suck the tax payer money and do nothing. When TXDOT began, their main force was the work force and now, is the other way around, and that is why TXDOT is in the red now. We have too many chiefs and no Indians to actually do the work that is in need.
It seems that the pressure is getting to management. They are beginning cannibalizing each other by following Darwin"s Theory "survival of the fittest". They are at each other's throat at a wit's end. They are trying to survive an imminent death blow that they know it's on its way. Once the state representatives and senators begin its investigation on TXDOT, then, the battle will benefit the common worker and the tax payer who is really the boss that funds TXDOT and other agencies. The tax payer demands accountability, management can and will be replaced with accountable personnel. The future of TXDOT depends on it. And the tax payer has the final word as to how his tax money is spent. After all it is his hard earned money that TXDOT is spending. So we have the final say so on how our money is to be spent. We need to hit hard at abuse of public money and bring a message loud and clear. Tax payer money is not to be abuse by anyone. And no one is above the law. The people on top are 100% accountable and are not to get a free ride or get an out of jail card because of their position. TXDOT in the past had failed to act based on a " we do not want to embarrassed TXDOT", well, you should be embarrassed by the wrong doing of your managers and the public should know how their tax money is being abused. Because if is not brought out to the light, the wrongdoing will continue on like it has been for some time now. And as always at the cost to the tax payer. Hit them hard.
As of today, some TXDOT emplyees have quit to work with a private company that has offered stabilty and better pay. Those that have left were not held back by time spent at TXDOT. They could afford to move on before is too late. Because if you have 10, 15, or 20 years you are pretty much screwed, and have to take their shit until you are ready to bail out and then give them the bird. I survived TXDOT concentration camp stalug #. Hell, I know better then to put a number for those assholes.
Let's talk about drug testing. If you have a CDL drivers license it is mondatory to be drug tested rendomlly. Fine, I can live with that, but, why not drug test management? And the answer I have gotten is: it is to costly. So, it is too costly to check management but it is not too costly to check all CDT drivers in TXDOT? Well, we can fix that monkey real quick. Check managemt on January and CDL drivers in Fabruary at no extra cost to the state. Now, you will hear the pigs whine. I am sure Porky Pig at the top will not go with that. Their excuse will be: it is not a business necessity. It is a common wording in TXDOT that is used to cover bull shit.
Were Chano, Llanes and Beltran ever sentenced for their misdeeds? That was supposed to have happened on August 25th. By the way, I don't think that the Pharr District Deputy Engineer is going back to his country of origin, Iran.
What the FBI and the Texas Rangers need to look into or investigate is the Thousands of dollars or should I say not to mention over 1- million dollars spent on a so called contract for flaggers or contract for traffic control.Do the check and Balance. UPDATE: The three amigos at the Pharr Distirct are to be sentenced on November 24 in Federal Court in McAllen who pleaded guilty as to taking a bribe from an FBI agent.
It was a grand slam for the FBI and a red face for TXDOT management.
The latest I heard from the top is that TXDOT is intimidating people to retire to cut down on payroll and also to go as far as to push employees who do not qualify for retirement to quit thier jobs where no retirement pay would be used. Now, that is a place where you want to begin your your life carreer. Not!!!!
Distirct 21 Pharr Distict is creating a team to spy on all employees work perfomance and write them up as they seem fit.
But the problem lies with their supervisors who refuse to follow TXDOT working regulations and who force their employees to work by their rule. And it is not really fair to write an employee over a supervisor wrong doing. Supervisors cover up for each other all the way to the very top. Except when the F.B.I. gets involved and mangement is charged in a federal crime like the three amigos who are to be sentenced on bribery charges on Nov. 24, 2008 at the Federal court in McAllen Tx.
Update: On November 20, 2008 Pharr District Maintenance Administrator Chano Falcon 56 was sentenced in Federal Court in McAllen Tx. to 5 years in Federal Prison for demanding money from contractors before he would certify their work on highway projects as complete, as per “The Monitor” McAllen based newspaper. U.S. District Judge Randy Crane said he intended Falcon’s sentence to send a message to other public officials. The other two section managers Ray Llanes and Noe Beltran will be sentenced on December 4, 2008 on similar charges.
We will see as to what happens to Ray Llnes who is Amadeo Saenz drinking buddy among other things.
And I really mean other things. Wow.
There were allegations that a certain manager was caught doing something unethical on top of the round table at the Pharr District but, of course these are only allegations, and for some reason that manager that witness that event was fired later on for illegal wrong doing but, was not inducted and there were no criminal charges or other for his dismisal. Is TXDOT covering up something? I say they are covering up big time.

( Local Press Releases – Local news), click - Search by field office , click - San Antonio and you will find TXDOT employees arrest and sentencing records. You will find Chano’s sentence on 11/20/08. And as for his other two buddies, it has not been posted yet. But, they were due in court on 12/04/08 at 3:00 PM so this information should be posted shortly. The said thing is that local newspapers no longer see it as important. Chano’s sentencing was on page B in a small coupon like statement. As for the other two, they did not even make the TV news yesterday or the press today. TXDOT can not wait for this black cloud to go away. Management out of control is one thing they do not like for the public to hear but, the more they claim to change; the more they seem to stay the same.

There is a safety award meeting coming up on 12/12/08 at the Pharr Community Center for the Pharr Distirct. It used to be that one would look forward to these meeting to find who was the best section of the year and employees who saved the state money by applying their own ideas, but now, we go to find out as to who got fired and who quit, and there is a lot of new faces replacing them. And here we are at the end of December 2011 and we see how public workers in high positions are protected to the very end. Oh, let's not ambarass the state of Texas by punishing their managers who abuse their power and steal from the taxpayer. So they are treated like royalty to the very end. And that is the way it works in management. So if you are in mangement you can get away with murder unless one of your freinds decides to terminate you, and that seems to be the only way to get justice in the state government.
