TxDOT CDA Launch: Highway Robbery, behind closed doors.

On Tuesday, January 17th, TxDOT will hold an industry workshop for launching the next generation of Comprehensive Development Agreement projects (CDA's). CDA’s are road and land development projects that combine the powers of the state with private interests. The event is a TxDOT effort to make it easier for private corporations to learn about the CDA process. CDA's can be very lucrative deals, but there are issues and questions, specifically posed by those who do not believe it is fair to privatize and toll our public highways or take private land for corporate profits. The public good has suddenly come up for sale.

Opponents site concerns about public disclosure, public debate, legislative oversight, open and transparent government, double taxation and local control.

On May 31, 2005, the Texas Attorney General’s office ruled that TxDOT must release hundreds of pages of the Comprehensive Development Agreement (CDA) kept secret in the TxDOT/Cintra Zachry deal to develop Trans Texas Corridor TTC-35. The portions of the CDA not yet publicly released include the conceptual development and financial plans. In June, 2005 Cintra Zachry filed a lawsuit against the Texas AG to keep the CDA details a secret. The CDA has yet to be released.
