The way that the Governor and Legislature have set up toll roads in Texas, there is no elected official with any say as to how high the tolls may go. In a “classic” toll road, there are often ratios, floors, ceilings, etc. set by the bond holders and/or government agencies to keep a steady financial course. As I read the Texas law, government agencies are specifically excluded from having a say over the tolls that are charged. I think this puts the motoring public at the mercy of a private toll road firm. It will charge whatever it thinks the market will bear in order to make as much money as possible.
