Email I just received from reliable source...

1:30pm - Kathleen was stopped by TxDOT on Hwy. 183 in between Luling and Gonzales -- to do a 4 minute survey. They had a laptop computer. They wanted to know things like what County she was from, where she was going, for what purpose, when was the last time she got out of her car.

They were stopping every 4th car and the traffic was all backed up. They did not give her the option of not doing the survey. Conducted by Mark Surveying Team and were doing it for TxDOT. The had a big sign a few miles before you get to them "Warning, Highway Traffic Survey Ahead."

I find the email about TXDOT stopping people and requiring them to do a
survey very alarming. Our local COG has done something similar here. They
got police to go stand out on the road with them, because they knew the
public would be mad. A person could choose not to participate, but they
police would delay them for 4 minutes if they chose not to participate
according to the Dallas Morning News. I don't think the police have a legal
right to do this - they don't have a right to stop people unless they broke
the law or the police have reasonable session they broke the law. I hope
some sues them over this - our at least raises a stink.

The state of Texas received 100% funding as do all other states for
Interstate highways and part of the money is the interstates must always
by Federal Law be free. This is also part of the Military Emergency plan
and they must meet certain standards to allow military equipment to be
transported or used such as tanks.

The state has no say in where these are located and they must be maintained to a certain standard so this is wrong information.

Check 1953 Federal Highway passed by President Eisenhower and you will
see this is a part of the military preparedness plan and remaines so
today.

Well Having lived in texas most of my life, I cannot see the need for a mandatory survey with "assumed" police action should you decide not to accept the survey blindly.

Since this is happening, it would appear that the survey is a "demographical" one, intended to assign a chart to different types of individuals and classify them in specific groups. It smacks of a fishing expedition for the sake of governmental purposes.

I am very upset myself about this action being taken and dread the days when we all have to "show our papers" to cross the Texas border into another state..

When the Govt. takes an offensive action ... such as forcing you to spend four minutes taking a "survey", there is a productive "counter action" ... refuse to take the survey ... but spend five or six minutes politely asking the person giving the survey personal questions, or sell them some Amway, XanGo, Watkins, a used car, or show them pictures of your pets, etc. The time you spend "gumms up the works" and makes the survey taker, Police officer, whatever very agitated ... a regular diet of this makes the positions hard to fill ...

If I were you guys, I would drive up and down the highways where they are doing this with a cameraman in the passenger seat.
