Saw this article from McAllen:
"The TxDOT commissioners assured the residents that creating the RMA does not necessarily mean a toll road.

'If a community does not want a particular project, it goes through the public involvement process and we change it,' said Mario Jorge, a TxDOT district engineer based in Pharr who attended Thursday’s meeting."

Yeah, right.
