After careful consideration and a comprehensive questionnaire, PET PAC is confident Donna Howard is the best candidate for the job. PET PAC is a nonpartisan, grassroots group of Texans focused on keeping toll booths off roads we've already paid for. Two years ago, PET PAC endorsed a Republican for this seat, this year we back a Democrat.

“We selected Democrat Donna Howard over the Republican in this race because she was 100% open with her responses and because of her strong position against privatizing and tolling our public highways. Donna Howard understands the tremendous negative impact that freeway tolls will have on our local economy,” said Sal Costello, founder of PET PAC. “We've discovered Donna Howard will work the hardest to keep the unaccountable toll tax collection booths off our public highways.” Costello added.

Does Ben Benzin's behavior show he owes Gov. Perry for special election?

As the founder of people for Efficient Transportation, a grassroots group of citizens working to keep tolls off public highways we've already funded, I phoned all the candidates in the special election Gov. Perry called for the State Representative District 48. I had to call the candidates to get their candidate email addresses, so we could send them our important PET PAC Questionnaire. This is the tool we use to help our active volunteers select who we endorse. I ended up speaking with the candidates more than I expected.

It's also important to note that PET PAC is nonpartisan, and in the last election we endorsed Todd Baxter, a Republican, for this district. We've learned from past endorsements that politicians can be very slippery, even with Questionnaires, so we have three rules.

Rules: 1) The CANDIDATE himself/herself MUST fill out the questionnaire. 2) The entire questionnaire must be sent back with all questions answered. 3) The complete questionnaire (questions and answers) must be submitted via email by a specific time and day.

Donna Howard: Filled out the Questionnaire herself (as the rules of the Questionnaire State), Answered all PET PAC Freeway Toll & Corridor questions positively. Agreed to file 2 (Two) specific bills to curtail tolls on roads we've already funded. She appeared to be open and honest during all steps of the process and sent it in ahead of the deadline.

Ben Benzin: Failed to fill out the Questionnaire himself as rule #1 states (it came from someone else's campaign email address). Question number 13, "who filled out this questionnaire", was left blank. Whoever filled out the form agreed to file 0 (Zero) bills. Benzin, at first, told me he didn't want to do the questioner, but wanted our endorsement anyway (that has never been asked of us - I told him we would not even consider endorsing without it). After it was submitted back to us, whoever filed it, demanded that it not be seen by the public.

I have no proof that Benzin has a specific favor he'll owe Gov. Perry for the Special Election. I do know that in two years of endorsing candidates for three elections, this is the strangest and most suspicious process PET PAC has been involved in.
