Let's see.... Once upon a time, Ric Williamson said gasoline taxes are a bad way to finance highways because 25% of the money goes to education and the legislature often diverts gasoline tax funds to other uses. He said that tolls are better because they are guaranteed to be used for the highway and won't be diverted.
Now Williamson himself is advocating the diversion of toll money! Just goes to show, tolls are nothing more than another slush fund which will be diverted away from highways sooner rather than later.
