WHO VOTED TO DOUBLE TAX MOPAC DRIVERS?

Tollers claim the planned managed lanes (tolls) on MoPAC will lessen traffic congestion. How is this done? By charging up to $1.00 a mile, and pricing people out of their cars - like the managed lanes in California (Hwy 91) see the photo above. Note how managed lanes create traffic congestion.

Under the guise of “managed lanes”, the plan to toll Austin's Mopac (Loop 1) Expressway is underway. What makes these tolls unique, as well as most new Texas tollways, is that the toll you pay does not pay for the road you are driving on. The new toll lanes are already paid for.

The construction for new Mopac toll lanes are 100% tax funded and the right of way is 100% tax funded. These new lanes could and should be open as free lanes.

So who voted to toll these MoPAC lanes we’ve already paid for? WHO VOTED FOR THE MOPAC DOUBLE TAX? According to CAMPO, the vote took place in January of 2004:

Brewster "Double Tax" McCracken, Austin Council Member
(ALERT: Brewster will run for Mayor next year!)
Mike Krusee, State Representative
Mark Strama, State Representative
Bob Daigh, TxDOT District Engineer
Dawnna Dukes, State Representative
Dan Gattis, State Representative
Gerald Daugherty, County Commisioner
Will Wynn, Austin Mayor
and others.

These double taxers keep voting to toll roads we’ve already paid for and they star in this online movie.

The managed lanes create more gridlock as people try to cross over 3 lanes to enter and cross over 3 lanes to exit the center managed/toll lanes!

WHAT IS THE SOLUTION?

Based on the recent Texas Transportation Institute (TTI) report, indexing the gas tax and placing the incremental revenue in the mobility fund to pay off bonds allows us to build the roads we need now, without more toll roads.

7 of 12: State Rep. Dawnna Dukes Payolla Toll Vote Ignores Constituents and Federal Law


On 9/13/2004, at a public transportation hearing, I exposed the payola that State Representative Dawnna Dukes received for her YES vote, to toll hundreds of millions of dollars worth of our public highways (see VIDEO here).

Rep. Dawnna Dukes expects her low income East Austin constituents to pay the steep cost of $1,000’s more a year, as the Dukes family receives freeway toll contracts, including a NO BID contract paid for with our tax dollars.


Dawnna Duke's sister, Stacy Dukes-Rhone, received a contract with the toll authority the morning after Dawnna Dukes voted YES for the Freeway tolls, after 93% of the public feedback opposed the plan

The nepotism revelation I made, and the TV news reports that followed, caused the Statesman to report the following on 9/18/04:

"Rhone (Stacey Dukes-Rhone), according to records and interviews with mobility authority officials, has been doing public relations work since February for the mobility authority under a contract with HNTB, the mobility authority's general engineering contractor for its first project, the U.S. 183-A toll road. That tollway, already under construction, was unrelated to her sister's vote in July.

But Rhone also worked on public outreach on the seven-road plan in the runup to the July 12 vote. Her contract allows her to receive as much as $44,400.

According to Richard Ridings with HNTB, the lead engineer on the project, she has been paid $26,000 so far and has billed an additional $6,000.

Her contract specifies her start date as Feb. 1 this year, and the agency, in a letter to Barrientos released Friday, said Rhone has worked for the authority since Feb. 18. But Rhone did not sign the contract with HNTB until July 7. Ridings signed on July 13, the morning after the toll road vote."
Rep. Dawnna Dukes vote included placing tolls on East Austin's 183 & 71 freeway expressways, which are already 100% fully funded with our gas tax dollars. These roads can open as free roads faster than if they were toll roads. The low income families that can’t afford to pay twice for freeway tolls get the shaft. Rep. Dukes also voted for freeway tolls again in 2005.

As expected, Stacey Dukes-Rhone has received additional contracts as well. Including a NO BID toll contract for tens of thousands of dollars as listed in the Special Investigation the Texas Comptroller produced in 2005.

Comptroller’s report also found that Rep. Dawnna Dukes approved tolls costing up to $1 a mile. Eleven (11) times the national average. The Comptroller’s investigation illustrates how freeway tolls are “Favoritism and Self-Enrichment” and “Double Taxation without Accountability”.

Dawnna Dukes, the daughter of Eastside power broker Ben Dukes Sr., even places her vote above our Federal Law.


This map shows how a number of West side freeway tolls have been stopped, unfunded or unlikely to be tolled (Yellow lines). The low income East Side of Austin currently has about six (6) times the double tax toll lane miles planned (Red lines). When you add in the 130 toll road, the disproportion is even more skewed, as Dukes constituents are boxed in by toll roads.

Federal law, Title VI
(Environmental Justice):

We must avoid
disproportionately
high
economic effects on
low-income populations.


Title VI also states that we must “prevent the denial of, reduction in, or significant delay in the receipt of benefits by minority populations and low-income populations.”

CAMPO recently removed large sections of its Environmental Justice website page. But, altering a web page doesn't not alter federal law.

Rep. Dawnna Dukes is unfazed by the recent reports of the dangers of toll roads and toll booths, as the disproportionate accidents and deaths of her constituents are on the line.

In contrast to Dukes, State Representative Eddie Rodriguez continues to take a stand against Double Tax Tolls by voting NO since 2004. Eddie Rodriguez wrote a Statesman editorial focusing on the economic disproportion earlier this month.

2005 Top 10 Looter-Toller-Weasel Awards for Texas.


This was difficult, so many are deserving - but only 10 slots for those FREEway tollers and Trans Texas Corridor pushers. What to do? What to do?

These folks went the extra step to go out of their way to deceive us.

Sure there's Round Rock's Mayor Maxwell (We are boycotting his Maxwell car dealerships in Central Texas), Sonleitner, Daugherty, Bisco, Gattis and many others could have easily make it. But this is kind of a statewide top 10 list (in my opinion).

Please use the comment section and tell us who you think should've made the list below - I want to hear from you. Know your Weasels - and please get folks to run against them.

10. Mayor Will Wynn - Just looking at him, you can tell he doesn't feel comfortable in his own skin. And who can blame him. He promised affordability when he ran for office, and then he turns around and votes to toll freeways we've already paid for - after 93% of the public feedback HE asked for opposed the plan.
9. Patrick Rose - Hays County Representative that PET PAC endorsed in the last election because he promised to fight freeway tolls. Except when you look at his transportation votes that would effect freeway tolls, he voted with Krusee just about every time, as if he was Krusee's bitch.
8. Dawnna Dukes - East Austin Representative Duke's sister, Stacy Dukes-Rhone, received a subcontract with the CTRMA (toll authority) on July 13, 2004, the morning after Dawnna Dukes voted YES for the FREEway toll plan on July 12, 2004.
7. Gonzalo Barrientos - He Chairs CAMPO and works for RMA toll authority vice chair Lowell Lebberman's Centex Beverage. But, he'll tell you it's not a conflict. He's been pushing freeway tolls ever since he's been getting greased.
6. Carter Casteel - This old politician is either senile or hopes you are. She's a Comal County Representative who voted with Krusee very time on Transportation bills this session, as she sat on the Transportation Committee, but she'll tell you she's against freeway tolls. Trust her as far as you can throw her.
5. Mark Strama - West Austin Representative newby voted with Krusee every time on Transportation bills this session. He promised to vote against freeway tolls before he was elected, but he lied and voted for Freeway tolls in Central Texas as a member of CAMPO just weeks ago.
4. Robert Nichols - Nichols just resigned as one of Perry's appointed highway henchman on the Texas Transportation Commission He'll run for Todd Staples East Texas Senate seat.
3. Todd Staples - Authored HB 2702. He trumpets 2702 as bill that helps us. He's a liar and hopes that we don't know better. He's trying to move from the Senate to the statewide seat of Texas Commissioner of Agriculture. Among many other things (complete summery coming soon) HB 2702 immediately shifted $51 million dollars more on to Austin taxpayers for only 3 sections of freeway toll utility relocation - remember the city council /TxDOT contracts? Thank Staples for that - read more below.
2. Mike Krusee - Perry's errand boy authored HB 3588. It's what started this mess.
1. Rick Perry - He's the head of this snake. And, it's hollow. Perry seeks: reelection as Governor, freeway tolls and the Trans Texas Corridor. We get 2 bites at this apple.
